CCTV nabs teen flasher red-handed

A PENCHANT for fondling himself at Toowoomba service stations was brought to a halt yesterday when teenager William John Dwan was placed on probation.

The female console operator at a Ruthven Street service station had noticed the 18-year-old at the chip counter with his genitals out about 6pm, March 10, Toowoomba Magistrates Court heard.

He was still fondling himself as he walked to the counter, paid for items selected and left, prosecutor Sergeant Alison McKee told the court.

The next day about 5.30pm, Dwan had entered a Herries Street service station where, with genitals exposed, he approached the counter to buy a bottle of cola.

As he left, the female console operator had taken down his car’s registration number and called police.

Sgt McKee said both incidents were captured on the service stations’ CCTV systems.

Dwan told police, though he remembered being at both service stations, he could not recall exposing himself, telling officers he was tired from working long hours and may not have known his genitals were exposed.

With no previous convictions, he pleaded guilty to two counts of committing an “indecent act in any place with intent to insult or offend any person” as the charge read on the court list.

His solicitor Jon Wiedman told the court his client’s instructions were limited, but he offered no justification or reason for the incidents.

His client said he had no recollection of events, but pleaded guilty and would consent to probation.

Without recording convictions, Magistrate Kay Ryan placed Dwan on six months probation to include medical and psychiatric assessment.
