Serial rapist release considered for QLD suburb

UPDATE: PAROLE boards are considering if one of the state's most notorious sex offenders, Lyell Grand Meizer, can live in north Ipswich upon his release.

This comes as other suitable accommodation around Brisbane cannot be found for the serial rapist.

Meizer has previously been paroled, living in Yeronga in 2012, but was returned to jail after he had contact with other sex offenders.

Similarly applications to live in Annerley, Woodridge and Kippa Ring were all denied with accommodation deemed unsuitable.

The case is to be heard in court next week.

EARLIER: ONE of the state's most notorious sex offenders has been approved as suitable for release by the state's parole board, and is waiting the board's approval of his new home, court documents state.

Wealthy businessman turned predatory serial rapist Lyell Grant Meizer, 69, is now in Woodford prison and his full time release date on his 20 year sentence ends on August 31, court documents filed in the Supreme Court state.

But Meizer, could have his bid for freedom blocked by the state's Attorney General who has asked the court to appoint experts to assess whether he must "be detained in custody for an indefinite term for care, control or treatment", court documents state.

Meizer is in prison for sadistic-rapes or sexual assaults of three "very young" prostitutes - one aged 16 - while pretending to be a policeman in Fortitude Valley and New Farm in 1994 and 1996.

Prosecutors told his trial that Meizer, at 6ft 6in tall and "powerfully built", wanted the girls to be terrified of him.

He is also serving seven years for another two counts of sexual assault, and two five year sentences for other sexual offences.

At his sentencing Meizer pretended he had cancer, the court documents state.

In 1988 he was sentenced to six years prison for raping a 17 year old Indooroopilly schoolgirl who was moonlighting as a prostitute in Fortitude valley in 1987.

Forensic psychiatrist Karen Brown, who interviewed Meizer for five hours last year, told the court in her report that Meizer told her he was "considered suitable for re-release by the parole board" and was "seeking permission" from the parole board to live with an infirm man, a convicted sex-offfender.

"I note that Mr Meizer has been approved as suitable for release by the parole board pending his provision of suitable accommodation," Dr Brown wrote in her report filed in court.

Dr Brown's detailed 37-page report on Meizer, a father of four, was filed in the Supreme Court in Brisbane as part of an application by the state's Attorney General filed on April 4, seeking an order forcing Meizer to be examined by two independent psychiatrists to assess whether he must "be detained in custody for an indefinite term for care, control or treatment".

Court documents state that Meizer lived in a unit in Yeronga for the four years and four months that he was on parole until April 2016, when his parole was cancelled because he contacted other freed sex offenders.

In May last year Meizer wrote to the parole board to tell them a woman would rent him a flat in Woodridge, and a month earlier the parole board rejected his application to live in Annerley saying "this accommodation does not accept sex offenders".

In January last year Meizer suggested he could live in community housing run by BRIC in Spring Hill but this was rejected because it was too close to Fortitude Valley, he also suggested a home in Kippa-Ring but this was unsuitable because another convicted sex offender was living there.

In the late 1990's Meizer lived in Algester and was a high-flying general manager of a property investment company and earning up to $400,000 a year.

"I drove a Mercedes Benz and wore a Rolex watch. If I wanted a suit I just ordered it from my tailor in Hong Kong. I had so much money," court documents quote him saying.

Dr Brown described Meizer as having psychopathic traits, and a narcissist.

Former work colleagues told police that Meizer boasted he was a Vietnam veteran, an assassin, a world series cricket umpire and a drummer in a famous band. He also wore a dildo at a work function, Dr Brown's report states.

The case is set to be heard on April 18.
